Honestly, I can’t totally understand the system. So the logic of it is he will make a premium website then will get a royalty from the earnings once proven earning? How could it be possible to monitor the earnings anyway?

I want to start making custom made websites but the problem is I have no knowledge in javascript and learn a little in html. I think this is now the time to learn how to code scripts.
