Although price is an important issue in everything we do, it should be near the last on the list when choosing a web host. The two most important things to look for would be speed and longevity.
You need speed in a host because if you site loads slow, visitors will click away before even looking at what you offer. Obviously there are other factors that slow load times also, but it is best to start with a good foundation.
By longevity, I mean a host that is not going to be out of business any time soon. For this reason I would stick with high rated hosts that have been online for some time. The two hosts mentioned in this post, Bluehost and Hostmonster, are great to start with.

I know alot of people who wind up making the mistake of choosing just any random web-host, and it winds up costing them more money, and time in the long run, plus not to mention the complications of their websites, and downtime of transferring hosts.
