Yes, it’s free, but does take time. Still, it’s an investment in your website, and if you’re not prepared to spend the time promoting your content, you’re going to find it hard to build traffic. I am compiling a list of “do follow” blogs in these days and have gathered a lot of them. Actually I need an opinion on using some softwares available to find do follow blogs. I have read about comment kahuna somewhere but I am not sure that if I should use it to find blogs. May be there is a possibility that all searched blogs from such a utility are being spammed a lot with comments.

Yes, unfortunately due to the fluid nature of different bloggers adding and removing dofollow links on their sites, it’s hard to keep these kind of lists and tools current, even with the best of intentions. I rely partly on users of the tool to report no-longer-dofollow sites.

Although we have long lists and blogs with “do follow” attribute but we should follow some ethics. On another blog, I have to quote someone in reply and I have to do it by saying “Big Di**”. I think we should do it in a way that webmasters and other persons shouldn’t be embarrassed.

One good place to look for related blogs to your own: Google’s blog search tool. I overlooked it for a long time, even though its so obvious.
Search for a topic, select recent items only, and then spend an hour commenting. Payoff vs time spent = large.
